I'm having someone move my blogger site to word press...do I need to buy hosting first? I was also considering hiring a designer...should I do that before it after I have it moved? I'm pretty confused here...help!

Yes, you should buy hosting first. It will save you a step if you import your blogger site directly into a wordpress.org site, which you need to buy your own hosting for. This blog post really helped me out when I set up my site-- ifoodreal.com/how-to-start-a-food-blog/

Yes, you need your own hosting space in addition to a domain name. Check out www.HostGator.com - Their Baby Gator plan. They are inexpensive (about $10/month). Yes, you will need a domain and hosting first. Do not move your site until you do this! Actually you really can't move your site until you do that as you'll have no place to put it.
If it was me I personally would have my new design and WordPress installation up, running and ready to go so that all I had to do was import my content from Blogger. That way you won't have any down time when you move, unless you already have a domain and are transferring that as well.
