I am trying to size down a picture that has to be at least 620px wide. I was also suggested to shrink it to a square 250px.
I only know to use Pic Monkey, are there any other photo editing tools I can use to adjust the size of the pictures? Thank you!

You can resize in picmonkey, canva is also great. Just FYI you can't make images bigger (they get pixelated and look bad) however you can make them smaller, so always start with a larger image than you need.

There's also GIMP. It's a free photo manipulation program that you can download for your computer. It's like a free, mini-photoshop, so you can do soooooo much more than just resize pictures. You can create awesome graphics, too.

You can use adobe photo shop where you can do anything with your photo.
